Issue 4: Franklin County Board of Developmental Disabilities - Renewal

 

YES vote means approval of the levy.

NO vote means disapproval of the levy.

 

League Explanation of Issue 4:

Issue 4: The Franklin County Board of Developmental Disabilities is requesting that voters approve a renewal of an existing 3.5 mill levy for a period of 10 years.  The board serves over 20,000 infants, preschoolers, children, adults, and seniors each year.  The board’s services include:

·         Early childhood services for children ages birth to 6 years.

·         School services for children who have multiple disabilities, ages 6 to 21 years.

·         Adult services providing job training and jobs for adults.

·         Special services including Special Olympics, therapies, and home-based services.

·         Supported living and service coordination services for individuals and their families.

·         Services for senior citizens who have developmental disabilities.

The board is the beneficiary of two taxes levied on Franklin County property owners:

In 2009, a permanent levy was approved by voters. The permanent levy was sought because the cost of caring for the population is often for life.  It costs the owner of a $100,000 home about $107 per year and raises about $94.2 million per year. 

In 2013, voters approved a six-year levy also estimated to raise $94.2 million per year.  It costs the owner of a $100,000 home about $107 per year. It expires at the end of 2018. The board wants to extend this levy for 10 more years, with collections beginning in 2019.  It will not increase taxes. 

Together the two levies provide more than 75% of the agency’s support.
